How do I detect if a player is breaking a block? I'm trying to make the player produce a block breaking effect while having 256 mining fatigue

So if I have a plot named “Kit PVP”, how do I duplicate that plot to make “Kit PVP [Dev Version]”? Also, after that can I duplicate the plot from “Kit PVP [Dev Version]” to “Kit PVP” but not have the plot ID change?
