Debug Mode for developers

Basically, you could enter a command like /debug and you would be sent to a new developer mode (similar to /build or /dev) and you would be able to activate any line of code blocks as if you were the default player in that situation. It would allow developers to test out certain features, especially ones that require multiple people, all on their own. There would also be placeholder names for things like %default and %victim (being replaced with Default and Victim respectively).
