How do I use "send message"?

I don't know how to use this code.

once you have set the player action to send message, get a text item from the "values" iron ingot, type in chat whatever you want to name it while holding the text, and put the text inside the chest above the code block. For example, hold a text and type in chat "&7Hello World" and put it in the chest to send a light gray "Hello World"
