New type of player event

Somewhere around mythic to overlord, there would be a "Chat Event" In "Plot Events" It would be like command, but it happens when a player says anything, it doesn't include /commands and @commands. it would be so if a player said something, it would run the event, then using a new game-value, you can do stuff!
