it's an application similar to photoshop called medibang paint. (its free) its originally for drawing / creating digital art, but there are a few tools u could use to do something like this. -

Color Codes [Basic]
it would be awesome if you would show which colors go well together, e.g. &3[&bHELPER&3]. very helpful for new players when creating good UIs, item lores, and signs- sekksy
