How do you do the rotating heads?

I see heads as pets or menu openers or various purposes, but how do you do it?
I have no rank and I would consider myself Average-good at coding

For menus, it's just a mob or an armorstand wearing a head (note that the menus need Emperor rank), and for the pets you can spawn an invisible wolf and make it yours and then spawn an invisible mob and make it wear the head, then in a loop, tp the mob to a lowered location of the wolf so the head appears on ground and not floating, also make the mob NoAI so it doesn't attack you

Right, but that dosent sound plausible for it to be a mob, and does the summon entity work with armor stand? i thought that was mythic

For example, refortor has no rank. However, in the lobby there are floating/rotating heads. How?
