First choose a branch, moderation or support. For moderation that will take quite some time of being an active member of the community and following the rules. For support you should practice coding as much as possible. When applications open for either one, apply if you want. There is no harm in applying but those things would both boost your chances. In general it is best to be an active member of the community to become staff but isn't always necessary.
