Closed unbreakable piston in dev mode

1) Bug location:
minecraft server
dev coding area

2) What is supposed to happen:
there should not be a piston/ you should be able to break the piston
3) What actually happens:
there is a piston and you cannot break it
4) Steps to reproduce:

Use /plot glitch to break the piston. I'll forward the main issue to the devs. Thanks!
