Allow placing item frames

Item frames are only placeable in /build and /dev. This is a problem.

1. Allow placing item frames in /play (currently they are intangible when placed except being returned on click) that can be toggled with EnableBlocks and DisableBlocks.
2. Game Action: Place Item Frame
