No, so appeals go straight to moderators and only two moderators have SrHelper access because of their promotion before moderator, so appealing there won't do much. There actually isn't an official way to appeal for these things (yet, but one may be planned), so for now, direct message a senior helper on the forums or on Discord with a very in detail post about why you want the queue/question ban to be lifted, what you learnt from that infraction, why you won't do it again, etc.
